Every year a fund raising letter for the Rickia Isaac Foundation goes out under Dr. Kuluz's name soliciting money to fund the foundation's activities including, "assisting victims who have suffered brain/and or spinal cord injuries through gun violence."

You would think that these laudable activities would be ones that the Doctor and the others on the foundation's board of directors would not only be proud to provide evidence of, but that given that they are a charity that collects sizable amounts of taxpayer dollars, that they would understand that they also have a legal obligation to provide documentation, not only how much money they spend on these activities, but how much money they collect and spend on all of their supposedly charitable activities.

In fact, federal law requires that they do.

Unfortunately, after repeatedly writing the Doctor letters in the course of gathering information for this story requesting that he provide me with copies of the foundation's tax returns, and other documentation to support the good works that his letter claims, he chose not to acknowledge my requests, and not to provide me with any documents.
