"As the days dwindle down to a precious few," go the words to the old Tony Bennett song, September. There's also a stansa in the song that goes:

                    But, it's a long, long while from May to December

                    But the days grow short when you reach September

                    When the autumn weather turns the leaves to flame

                    One hasn't got time for the waiting game

When it comes to the days growing short for Tomas Regalado and his gang of thieves, the days indeed are growing short. In roughly 120 days the opportunities for Regalado to exploit, use, abuse and/or give away city property by abusing his office will come to an end.

Of course, he has hopes that the family tradition of grifting will continue since both Raquel and Tommy Jr. are both running for public office as a way to carry on the Regalado tradition.

I've spent the last 8 years writing about the antics of the Regalado administration, and in that time I've documented any number of instances where he , his kids and his cronies have tried to screw the pooch and abused their positions through various schemes and scams.

As the days do indeed dwindle down to a precious few, you can expect that there will be a concerted effort to rip off and rob the city in one last hurrah of plunder by the Regalado gang.  One should expect nothing less from Miami's Gangster Mayor.

It will only be sometime next year before a real accounting starts to take place as to just how many different ways the taxpayers of Miami got robbed during the 8 years of the Regalado administration, but an early indication of what you can expect can be found in the report recently released by the Independent Auditor on the operation of the Mel Resse Golf Course - a city owned golf course - that has been managed by  Charles Delucca since 2004.

My only criticism is that the audit is for the period of time from October 2013 thru September 30, 2015, and given what was uncovered during this period of time it would have been both helpful and very probably eye opening if the audit had gone back a few more years to cover the time when Juan Pascal was the Director of the City's Parks and Recreation Department, and responsible for the oversight of the golf course contract with Delucca..

Pascal retired in January of 2014, after refusing to give testimony in response to allegations leveled at him by numerous part-time employees over the way that job promotions in the Parks Department were handled, a story  that included how the half-brother and sister-in-law of Deputy Police Chief Luis Cabrera both landed jobs in the Parks Department weeks after arriving in Miami after taking a circuitous route from Cuba.

Here is the audit report.  It actually raises more questions that ought to, but never will be answered, but it does represent another Brick In The Wall, including the disturbing fact that while this audit was for a period that ended on September 30, 2015, 2 of the 4 issues raised have a date of January 2018, as to when they will be resolved.
