Anytime something goes missing from a police property room, you can just about bet your life that it was an inside job. Civilians just can't get that close to police property rooms in major American cities, so whether the missing items are drugs, money or guns, it's always a sure bet that a cop was the one who took them.

And that is what everyone inside the Miami Police Department believed when the word first leaked out that the 11 revolvers previously used by the department's Explorer Program to teach the kids how to shoot had gone missing. The only question on everyone's mind, was who was the cop who took the guns?

HERE'S HOW IT ALL ALLEGEDLY HAPPENED

The 11 revolvers, along with 4 shotguns were found stashed in another shipping container that was being emptied. When they were discovered, they were taken to the Property Room and were logged in, including taking down the serial numbers of all the weapons.

Somehow, perhaps because the revolvers were so old, someone figured out that these weapons had been assigned to the Explorer Program, and because they were no longer useful, the decision was made that the next time that unwanted weapons were destroyed, they would be included. To do that a form was filled out and stuck in the file where all of the forms for weapons to be destroyed are kept.

In the meantime, the word circulated about the guns, and the Chief heard about it. Back in the day, Llanes had been in charge of the Explorer Program. Another cop who was part of the program back in the day turned out to be Major Orestes Chavez, who coincidently also happened to be the Mayor in charge of the Property Room. Chavez is also known as an avid antique gun collector.

Now the rumor is - and this is so strong a rumor that I not only heard if from some of my regular sources, but I also had a cop who spotted me on the street pulled up in his squad car and called me over to tell me the same exact story - that supposedly the decision was made that Chavez would check the guns out, and they would be divvied up among the Chief, himself, and others who are part of the small clique close to the Chief.

That's supposedly how the guns got out of the Property Room, Major Chavez walked them out.

At that point, that probably would have been the end of it had it not been for the form in the Destroy File.  That was the first screw up. When it came time to destroy the guns, all the forms were pulled and the guns were collected, except for the 11 revolvers. No one could find them.

Again, it would have probably died there, because even though the guns were missing, it was an inside secret, and over time, the disappearance of the guns, like the disappearance of some much other stuff, would have been conveniently forgotten.

Unfortunately,  for everyone, I got an envelope in the mail that contained the report that was written when the guns were discovered, and the information that the guns had gone missing.

Up until I wrote my story, the Chief and Chavez had supposedly been trying to keep this disappearance a secret, even to denying a request for an IA investigation, and it was only my making this story public forced the Chief to order an investigation, and resulted in Meritza Alfonso being assigned to the investigation.

Since my story broke, an investigation was opened, and after I published my story about Alfonso, I was told that the new Major in charge of IA went to the Chief and told him that it was an embarrassment having her in IA. The Chief refused to order her transferred out, but he did agree to have her removed from investigations and put on desk duty.

As to the guns? No one seems to have seen them, nor has anyone supposedly seen Major Chavez, who retired in late September.

What's interesting, or so it seems to some folks, is that Major Chavez, although having retired, has never cleaned his office out.  Everything is still in his office just like it was the day he walked out with his DROP check in his hand in September.

So that's the allegations about what happened to the 11 missing revolvers. The Major took them, and they were supposed to be divvied up among the Chief and his pals.

Now, if the Chief would like to claim that all of this too is a lie, how about holding a press conference Chiefy and revealing what the IA investigation has uncovered, and then explain how if this version is a lie, just how did the revolvers disappear?

The one thing that no one can deny is that only way the revolvers turned up missing was because it was an "inside job," and who better to sanction an inside job on his Property Room but the Chief of Police, carried out by the Major in charge.

Understand one last thing, Whoever removed those guns STOLE THEM! Stealing guns, especially 11 of them I believe constitutes a federal crime, but for sure it's a felony!
